yum -y install monodevelop* mono-*

How To Install Mono on Fedora 9
Just open up the Terminal (Applicatios > System Tools > Terminal) and type

Does this comes with a IDE?
Yes. There's a great IDE for developing c# applications but not sophisticated as Visual Studio
